RULES AND REGULATIONS
2010/2011
1.0 GENERAL
1.1 Introduction to CFH:
Central Florida Hoops (CFH), the premier youth and adult organization in the sport of
Basketball, strives to provide opportunities for personal growth and development of youth and adult athletes while reinforcing positive
influences, self-confidence, self-esteem, and the ability to excel on and off the court. Through participation, CFH is dedicated to educate
and motivate each member, while encouraging teamwork, sportsmanship, and fun through the spirit of basketball.
CFH is a truly unique organization, which offers league development, tournaments, educational clinics,
scholarships, discounted insurance programs, materials and merchandise.
2.0 TEAM CHANGES
2.1 Player Changes:
Only teams with identical names within this Association are allowed to move players up or down
an age group without a player release form. All other teams within this Association must follow the player transfer guidelines in CFH Rules.
2011, or when payment and application are received, whichever is later. All coaches will be required to
carry this coverage to sit on the sidelines during sanctioned tournaments.
2.2 Player Insurance:
Individual Player Insurance is mandatory for all teams that wish to participate in any CFH -sanctioned
tournaments (including the National Tournaments). The cost is $10.00 per player.
2.3 League & Recreation Program Insurance:
The League & Recreation Program is designed for programs that run short-term recreational-type
leagues.
The maximum length of coverage through the League/Recreation Program is six months (unfortunately,
there is no pro-rating or cost reduction if you later decide to purchase Individual Player Insurance) and
the cost is $6.00 per participant.
2.4 Camp Insurance Program:
The camp insurance program has been designed to protect campers and camps alike by offering
$100,000 secondary accident insurance for any one injury, subject to a $100 cash deductible, as well as,
$2,000,000 liability coverage.

3.0 ELIGIBILITY
3.1 Eligibility Requirements:
All teams and players must be current members of CFH in order to participate. Players that cannot
provide birth and grade records will not be allowed to participate until such time proof of age is presented.
3.2 Boy’s & Girl’s Divisions 1 & 2 eligibility are based on the following:
Age Levels
5 and Under League
A player must be 5 or under before league play begins in all seasons and or tournaments.
7 and Under League
A player must be 7 or under before league play begins in all seasons and or tournaments.
9 and Under League
A player must be 9 or under before league play begins in all seasons and or tournaments.
11 and Under League
A player must be 11 or under before league play begins in all seasons and or tournaments.
13 and Under League

15 and Under League
A player must be 15 or under before league play begins in all seasons and or tournaments.
17 and Under League
A player must be 17 or under before league play begins in all seasons and or tournaments.
Adult Leagues 18-30 and 31 and over
A player in the 18-30 division that’s age is between 18-30 can not play in the 31 and over division
A player in the 31 and older division can play in the 18-30 division.

3.3 Acceptable Forms of Age Verification:

- Copy of birth record from the state, country, or municipal Bureau of Vital Statistics at the place of
birth.
- Current and valid Passport.
- Copy of the delayed registration of birth if the athlete’s birth was not recorded on his or her day of
birth; issued by the same governing bodies.
- Consular Service Form FS240 (Report of Birth) issued by the U.S. Department of State.
- Immigration and Naturalization Forms I-151 and I-25 and Form 43 R311-7 issued by the U.S.
Department of Justice.
- Valid state-issued Drivers License.
3.4 Acceptable Form of Grade Verification:
The only acceptable form of grade verification for grade-exception players is a copy of the player’s
current-year report card.
3.5 Advanced Grade Exception:
If a player has been academically advanced a grade level ahead of his/her age group, he/she may appeal
for an Advanced Grade Exception. A copy of the player’s birth certificate, copy of the player’s current year
report card, and official school document with embossed seal or stamp indicating the academic
advancement of the player must be forwarded to CFH Office for verification and approval.
3.6 Multiple Team Participation:
3.6.1 Players may participate in up to two different grade-levels within the same named Association
provided the team they are transferring to has the identical name of the team they are transferring
from and meet all eligibility requirements for those grade-levels.
3.6.2 A player may only participate on one team and/or in one division per tournament.
3.6.3 Player release forms are required for transfer of players from teams with identical names within
the same named Association for CFH..
3.7 Credentials and Eligibility Review:
The Area Director or designated host organization is responsible for reviewing the credentials of players
and clubs to verify membership and eligibility qualifications.

3.8 Eligibility Disqualification:
All coaches and team administrators are responsible for ensuring their team meets all eligibility
requirements for participation in sanctioned CFH events. Eligibility disqualifications will be governed as
follows:
3.8.1 If a player is found to be ineligible prior to the start of a sanctioned event, the player will be
expelled from the event and the team will continue.
3.8.2 If a player is found to be ineligible after an event has started, the player will be expelled from the
event and the team will forfeit all games in which the ineligible player entered a game or was
entered on the official game score sheet. The team may continue to participate, if applicable,
without the expelled player.
3.8.3 If a coach is found to have prior knowledge of ineligible player(s), he/she will be immediately
expelled from the tournament and may face additional sanctions or disciplinary action.
3.9 Team Attachment:
A CFH registered player becomes attached to a team when he/she competes with that team for the first
time in any CFH sanctioned event. A player may only be attached to one team within the guidelines of
CFH Rules.
3.10 Player Transfer:
A CFH  registered player may transfer to another team under any of the following guidelines:
3.10.1 If the player has completed an official CFH Player Release Form signed by the releasing coach
or Association Director and gaining coach or Association Director. Contact your State/Area
Director for specific state rules governing player transfers.

3.10.2 The player has not competed in any CFH sanctioned events for a period of sixty (60) days.
3.10.3 If the transfer is for the purpose of competing with a team which has qualified for the
Championship and whose team is not eligible or has not qualified for the CFH Championship within the guidelines of CFH Rules and
3.10.4 If the transfer is due to events outside the control of the player and serves the best interest of the
player and determined by the Area Director assigned to the state in which the player is registered
and the transfer has been approved by a committee at the CFH National Office.
3.10.5 Once a player transfers from a team, he/she may not return to that team for the
remainder of the current season.
3.11 Boys Team Restriction:
Boys must only play on a boy’s team.
3.12 Girls Team Restriction and Exception:
Girls must play on a girl’s team with the following exceptions:
3.12.1 A girl may play on a boy’s team in Age Levels, 5U, 7U, 9U, and 13U all other requests must be approved by league office.
3.13 Unanswered Eligibility Questions:
Any unanswered questions pertaining to the eligibility of a player or team shall be directed to a committee
by the CFH National Office for review.
4.0 ROSTERS
4.1 Team Roster Limit:
Team rosters will be limited to 12 players per team.
4.2 Roster Changes:
Any removal of a player from a team roster must first be approved by the team’s Area Director. Upon
approval, the Area Director will e-mail or fax the approval to the CFH National Office for implementation.
5.0 GAME LOGISTICS
5.1 Governing Body of Rules & By-Laws:
2010/2011 National High School Federation Rules along with 2010/2011 CFH Rules and Regulations
will apply to all boys and girls age divisions.
5.2 Length of Games:
Length of games will be played under the following guidelines:
5 and Under 6-minute quarters
7 and Under 6-minute quarters
9 and Under 7-minute quarters
11 and Under 8-minute quarters
13 and Under 8-minute quarters
15 and Under 8-minute quarters
17 and Under 8 Minute quarters
18-30 20-minute halves
31 and Over 20-minute halves

5.3 Length of Overtime:
Length of overtime period will be played under the following guidelines:
5 and Under 2 minutes
7 and Under 2 minutes
9 and Under 2 minutes
11 and Under 3 minutes
13 and Under 3 minutes
15 and under 3 minutes
17 and under 4 minutes
18-30 3 minutes
31 and older 3 minutes
5.4 Length of Half-Time:
Length of half-time will be a minimum of 3 minutes.
5.5 Length of Pre-Game Warm-Up:
Minimum pre-game warm-up is 5-minutes.
5.6 Boys Basketball Specifications:
Basketball specifications for boys games are as follows:
Boys 5 and under 27.5” (official JR  size)
Boys 7 and under 27.5”(official JR size)
Boys 9 and under 28.5” (official women’s size)
Boys 11 and under 28.5” (official women’s size)
Boys 13 and under Regulation size
Boys 15 and under Regulation size
Boys 17 and under Regulation size
5.7 Girls Basketball Specification:
Ball specification for all girls’ divisions is 28.5” (official women’s size).
5.8 Basket Height Specification:
All age divisions will use regulation 10-foot height baskets.
5.9 Running Clock Rule:
At the time one team gains a lead of thirty (30) or more points on an opposing team, the clock will not be
stopped (except for a time out, technical foul, injury, or emergency – clock starts when ball is legally
touched after dead ball is in-bounded) until the trailing team brings the point difference to twenty points or
less.
5.9.2
5 and Under clock will run in all Quarters and there is no overtime.
7 and Under Clock will run in all Quarters and there is no overtime.
9 and Under Clock will stop in last minute of every quarter
11 and Under clock will stop in last minute of the 1, 2 and 3rd quarters. Clock will stop with 2 minutes left in fourth quarter and overtimes.
13 and Under clock will stop in last min of the 1,2 and 3rd quarters. Clock will stop with 2 minutes left in the fourth quarter and overtimes.
15 and Under Clock will stop in last min of the 1,2, and 3rd quarters. Clock will stop with 2 minutes left in the fourth quarter and over time.
17 and Under Clock will stop in the last 2minutes of every quarter and over time.
5.10 Pool Play Tiebreaker Order:
Ties after completion of pool-play games will follow the tie-breaker order listed below:
5.10.1 Tiebreakers in which two (2) teams are tied, head-to-head competition between the teams will
determine the winner.
5.10.2 Tiebreakers in which more than two (2) teams are tied, a point differential system will be applied.
The point differential of the teams involved in the tie is totaled. Teams are then ranked according
to the sum of the point differential with the highest number placing first, the second highest
placing second, etc. Teams will receive a maximum of +15 points for a win and a maximum of -15
points for a loss (including forfeits).
5.10.3 If two (2) teams are still tied after the application of (5.10.2), the tie will revert back to (5.10.1).
5.10.4 If more than two (2) teams are still tied after the application of (5.10.2), the point differentials of
the teams not involved in the tie are added, and the results recalculated.
5.10.5 If two (2) teams remain tied after the application of (5.10.4), the tie will revert back to (5.10.1).
5.10.6 If more than two teams remain tied after the application of (5.10.4), then a total defensive point
system will be used. If two teams are still tied, they would revert to the first tiebreaker system.
Example: Team A is 2-1 with wins of 56-32 & 64-45 and a loss of 56-64. Total defensive points
determined are 141. Repeat the same procedure for the remaining two teams. The team with
the lowest points allowed will determine the teams’ order of placement. If two (2) teams remain
tied after defensive points are calculated, revert back to (5.10.1).
5.11 Uniforms:
All teams must adhere to the following uniform guidelines:
5.11.1 All teams must have either reversible jerseys (with two different colors) or two sets of jerseys
(light and dark).
5.11.2 The home team in each game will wear light-colored jerseys.
5.11.3 Jerseys must have permanent numbers on both front and back of jersey. (No tape or markers are
allowed)
5.11.4 International rules will apply to numbers; any number from “00” to “99” is permissible.
5.11.5 Numbers must be at least 2 inches on front of jersey and at least 4 inches on back of the jersey.
5.11.6 If undershirts are worn, they must match the dominant color of the jersey.
5.12 Types of  Defenses
5 and Under all defenders must stay on black X’s marked on the floor. X’s will be in a 2-1-2 zone format.
7 and Under all defenders must stay on black X’s marked on the floor. X’s will be in a 2-1-2 zone format
5.12.2 Full Court Defense
5 and Under full court defense is not permitted
7 and Under full court defense is not permitted
9 and Under full court defense is not permitted
11 and Under full court defense is permitted only if opposing team is leading by 19 or less points.
13 and Under full court defense is permitted with no limitations.
15 and Under full court defense is permitted with no limitations.
17 and Under full court defense is permitted with no limitations.
5.13 Free Throws
5 and Under will shoot Free Throws 7.5 feet from basket
7 and Under will shoot Free Throws 7.5 feet from basket
9 and Under will shoot Free Throws 13 feet from basket.
All other divisions will shoot Free Throws at regulation 15 Feet From basket.
5.13.2 You may box out on the release in all divisions with the exception of the 17U high school division.
6.0 CONDUCT
6.1 Participant Conduct:
The conduct of players and coaches should be above reproach both on and off the court. Any
misbehavior or misconduct, on or off the court, will be subject to individual and/or team disqualification
from an event.
6.2 Bench Personnel Attire:
Bench personnel are considered any officially registered CFH person who sits on the official home or
away bench and therefore subject to the following guidelines:
Any hooded garment or headgear is not permitted.
6.2.2 Each violation to the bench personnel attire rule will result in a two-shot technical foul
(administrative, not charged to the coach). This rule applies to all personnel who sit on the
6.3 Coaches Responsibility:
Each coach will be responsible for all members of his/her team before, during and after games, including
all parents and spectators representing their team.
6.4 Team Designee:
Each team will designate an individual as the contact person in the event of any problem with any of that
team's players.
6.4.1 Any damage to a hotel, house, restaurant, property and/or playing facility by anyone
associated with his/her team is the responsibility of the team designee.
6.5 Unsportsmanlike Disqualification:
A team and/or player is subject to immediate disqualification from a tournament for any conduct deemed
inappropriate, unacceptable, unsafe and/or abusive by the tournament staff. This includes but is not
limited to defacing and/or destruction of rental homes, hotel/restaurant or playing site property, trashing
team bench area, fighting, unsportsmanlike play and/or conduct, or ineligible players. Any disqualification
is the sole decision of the tournament officials. An ejection of any player, coach, parent, or spectator
representing a team will result in a minimum of a one game suspension and up to dismissal from the
event. A second ejection within the same event will result in suspension from the tournament. No refunds
will be issued in the event of disqualification.
7.0 QUALIFYING PROCEDURES
7.1 Invitational Tournaments:
Invitational Tournaments are non-qualifying events that have been approved and sanctioned by the
National Headquarters. CFH has found that keeping these tournaments on an individual-type basis
helps to ensure the quality of the teams participating. In states where the Qualifying Tournaments are
large, Invitational Tournaments can be used to help seed the competition for the Qualifying Tournament.
7.2 State Qualifying Tournaments:
State Qualifying Tournaments are events that have been approved and sanctioned by the National
Headquarters for the purpose of qualifying a team for an area’s State Championship. Only teams that
reside in the state of their State Tournament are eligible to qualify for the National Tournament.
7.3 State Championship Tournament:
Please contact your Area Director for more information.
participation through a Regional Tournament must still participate in their respective State Tournament (if
their state has a State Tournament) to qualify for the National Championship.
8.0 Equipment Items:
Equipment such as basketballs, drinks, towels, etc., may or may not be acceptable at the game sites.
Check with the tournament host regarding acceptable and restricted items for each game site. CFH
and/or the game sites are not responsible for any items lost or stolen during any games, so be certain to
use proper security precautions.

8.2 Bench Decorum:
Only eligible players plus a maximum of three (3), officially CFH registered non-athletes (this includes
coach, statistician, ball boys/girls, and/or other staff) may be on the team's bench.
8.2.1 Violation of this rule will result in one warning.
8.2.2 The team will then have 1 minute to clear the bench of anyone not listed on the official roster.
8.2.3 If the team fails to comply with rule 8.3.2, the violator(s) will be ejected.
8.2.4 Team statisticians and/or scorers are not permitted to sit at or behind the official scorer’s table.
8.3 Protests:
Official protests must meet all of the following guidelines:
8.3.1 Upon alleged infraction, protest must be communicated immediately to the official scorer’s table
by the head coach (or assistant coach if the head coach has been ejected).
8.3.2 Upon completion of the game, protest must immediately be communicated to the Site Director by
the head coach.
8.3.3 A written or typed protest must be delivered in person to the Tournament Headquarters within
two hours of completion of game. E-mail or faxed copies will not be accepted.
8.3.4 A $100.00 (cash) fee must be delivered to the Tournament Headquarters within two hours of
completion of the game.
8.3.5 Protests pertaining to an official's judgment call will not be considered. Protests in which a
potential rule infraction has occurred may be considered if the infraction had a direct impact on
the outcome of the game and falls within the guidelines of the correctable error rules.
8.3.6 A committee will consider all protests and make every attempt to provide a ruling prior to the
team’s next scheduled game.
8.3.7 Successful protests will result in refund of the $100.00 protest fee.
8.3.8 Unsuccessful protests will result in forfeiture of $100.00 protest fee.

9.0 NATIONAL CHAMPIONSHIP TOURNAMENT
9.1 Acceptable Forms of Payment:
Acceptable forms of payment include cashier’s check, money order, Visa, MasterCard, American
Express, Discover and Personal checks (There will be a $30 NSF fee if applicable)

All refunds must be received before start of league play once league play begins there will be no refunds issued.
9.2 Copies of Official Roster:
Each team will be provided a typed copy9.4 Adding Players to a Championship Roster:
Players being added to a team roster for the purpose of participating in the CFH  Tournament
must meet the following requirements:
9.2.1 Player must have been registered and listed on a State Qualifying Roster from the same State of
the team he/she is being added or within the guidelines of CFH rules..
9.2.2 If the State Qualifying Roster has (7) players or less, then a maximum of three (3)
players may be added to the roster.
9.2.3 If the State Qualifying Roster has thirteen (8) players, then a maximum of two (2) players may
be added to the roster.
9.2.4 If the State Qualifying Roster has fourteen (9) players, then a maximum of (1) player may be
added to the roster.
9.2.5 If the State Qualifying Roster has fifteen (12) players, no players may be added to the roster.
9.2.6 A Division B team may only add players to their National Championship roster from
another Division B team provided all other transfer requirements are met. A Division A team may
add players to their National Championship roster from a Division A or Division B team provided
all other transfer requirements are met.
9.5 Emergency Forms of Age or Grade Verification:
At his/her discretion, the National Tournament Director or designated representative may accept an
official state or school document with official organization embossed seal or stamp indicating a players
current age or grade. The address, contact name, and phone number of the forwarding official must also
be provided to verify the validity of information and documentation.
9.6 National Championship Player Certification Requirement:
Any player not present on Registration Day will be required to become certified before he/she is allowed
to play a game. The player is considered ineligible until certified by the National Championship
Tournament Director or Assistant Tournament Director. This certification will take place at CFH Headquaters.

9.7 Mandatory Coaches Meeting:
A mandatory coach’s meeting will be held prior to the start of each tournament or league . Only officially CFH registered
coaches will be allowed to attend the mandatory coach’s meeting. A monetary fine will be
charged to all teams that do not have a representative present at this meeting. The fine will be deducted
from the team’s Performance Bond.
9.8 Pairings:
Pairings will be completed by the CFH  Tournament Staff prior to play and will be posted on the
CFH website  prior to the tournament (subject to change). Final schedule will be distributed
during registration at th Championship Tournament. Seeding is determined by the order of a
Teams finish in the previous year’s CFH Tournament Championship.
9.9 Bench Credentials:
All bench personnel must visibly wear an appropriate bench pass/credential at all times
to be allowed on the bench during games.
9.10 Forfeits:
Forfeits will governed by the following two rules:
9.10.1 A team that forfeits more than one pool play game is automatically disqualified from the Championship Tournament and will
forfeit its performance Bond.
9.10.2 A team that forfeits their final scheduled bracket play game will lose their Performance Bond,
official place in tournament, team awards, and are subject to further sanctions.
9.11 Official CFH Basketball:
All divisions will play with a CFH-approved Baden composite leather basketball
9.12 Officials:
All officials are certified and registered with their respective state official's association. Officials will be
supplied by the tournament administrators.
9.13 Facilities:
All games will be played in regulation gyms. Locker rooms may not be available for team use. Teams
should come to each game dressed
9.15 Transportation:
All teams are responsible for their own transportation to and from each game site
9.16 Equipment Items:
Equipment such as tape, fluids, towels, etc., will be acceptable in the gyms and are to be furnished by the
participants. CFH and/or the game sites are not responsible for any items lost or stolen during any
games, so be certain to use proper security precautions..
9.18 Video Taping & Photography:
Cameras will be allowed in all gym facilities, but use of flash photography is not permitted during games.
